A great list. Maybe Old Boy, No Country for Old Men, Memento, Merci Por Le Chocolat, City of God, Man on a Train, In Bruges, Dirty Pretty Things, Red Lights, The Beat That My Heart Skipped, Memory of a Killer, Propostiion, The Departed, Casino Royale, First Snow, 3:10 to Yuma. I see too many movies, I know.

This is a toughie, but I'll give you my top ten. I'm going to try to stay in the general idea of "heister" style movies, but the only guarantee I'll give you is that the main character is certainly a crook (or crooked cop) of some sort.

1. Layer Cake
2. The Third Man
3. Resevoir Dogs
4. The Italian Job (liked both versions, but found the remake darker and more in my vein)
5. Payback
6. Oceans Eleven (again, I liked both, but thought the original was a bit too comedic)
7. The Usual Suspects
8. To Live and Die in L.A.
9. Pulp Fiction
10. Get Carter (see above - both good, remake grimmer)

I like the others listed so far, though... and now have a list of some flicks I HAVEN'T seen to look for. Thanks! Nice to have my horizons broadened.
A good list. I would have to add--off the top of my head-- LA Confidential, Jackie Brown, Goodfellas, The Departed, and Pulp Fiction.
1. State of Grace
2. The Departed
3. Boondock Saints
4. Kill Bill
5. No Country for Old Men
6. Way of the Gun
7. True Romance
8. Running Scared
9. Last Man Standing
10. SIn City
Hard to narrow it down. This isn't really a "top" 10, just 10:

Heat
True Romance
Reservoir Dogs
Out of Sight
Shoot ‘Em Up
Run Lola Run
A History of Violence
Kiss Kiss Bang Bang
48 Hours
The Limey
Good list - some other favourites of mine are:
Gangster No. 1
Sexy Beast
Old Boy
No Country For Old Men
The Departed
Carlito's Way
Scarface
Blood Simple

I'm sure there are more!
Brick
How about going back to B&W movies (the late 40s) for some of my childhood favorites, still available on DVD or VHS (I know, dinosaur technology).

Dial M for Murder
Strangers on a Train
The Spiral Staircase
Gaslight
That is a good idea. You gotta include the Maltese Falcon, Point Blank, and Public Enemy on the black & white list.
The question was asking from 1980 on. Otherwise, you'd have ot add the ones you mentioned, plus both Godfathers, The Roaring Twenties, Key Largo, Double Indemnity, Shadow of a Doubt, and far too many others too mention.
Lawrence Kasdan's 1981 movie Body Heat with William Hurt and Kathleen Turner is a terrific crime movie.
No particular order:

Sea of Love
Memento
Out of Sight
Jackie Brown
Pulp Fiction
13 Tzameti
Bound
Carlito's Way
Sin City
Romeo is Bleeding

IF it wasn't more of a comedy than a crime movie, but Big Lebowski would top my list.

As a writer, I greatly admired the writing in "Sea of Love"--the movie doesn't cheat. Everything Al Pacino and Ellen Barkin do and say makes perfect when looked at from their perspectives.
You're right, Dave. The question was about post-eighties films. My apologies. Maybe another thread for the oldies would be appropriate. I DID see a good one last night that was more modern - The Bank Job, with Jason Statham. That one's going on my list, once I rewrite it.
